Organic Waste Collection (การจัดเก็บขยะอินทรีย์)

Increasing amount of solid waste has become one of the major problems faced by municipal authorities all over the world. Although municipalities are always blamed for improper collection and dumping of waste, the public as waste generators should not ignore their role in waste management. Having seen the municipal burden on solid waste collection, Neighborhood 201 in Bang Plee Newtown in Samut Prakarn, came up with a solution to the growing amount of solid waste in their community. Samut Prakarn Province is located 30 km east of Bangkok.

They initiated the idea of a community-based solid waste management program with the support from the SEA-UEMA Project and a local non-government organization (NGO) called Chumchonthai Foundation. The project focused on how to make something useful out of household waste materials through a community waste banking and a composting program. In the waste banking program, community members separate recyclable waste at households and bring them to the waste bank. The waste bank serves as a market where waste buyers and sellers meet each other. Members can deposit the money received from recyclable waste in the bank with each transaction recorded in a passbook. This promotes and encourages saving behavior by encouraging the community to recycle their waste. Meanwhile, organic waste that cannot be recycled are turned into compost fertilizer using a common composting facility. The compost produced from the facility is used as a media for mushroom culture, which is then sold to the households in the neighborhood.

While reducing the amount of waste going to the final disposal site, these activities opened good income earning opportunities for urban poor living in Neighborhood 201 struggling with high living costs. Moreover, it strengthened the relationships among neighbors to actively participate in community based activities. Even though project has been completed in 2007, the community is rich with knowledge and skills to continue this environmental quality promotion project. The local government of Bang Plee has also recognized the project as one of the best community-based environmental projects in the area and has included it in its promotional video.

ขยะ ไม่ใช่ขยะอีกต่อไป  : การนำขยะกลับมาใช้ประโยชน์ใหม่ (รีไซเคิล) และการหมักปุ๋ย สมุทรปราการ ประเทศไทย

ในปัจจุบันขยะที่เพิ่มมากขึ้นเป็นปัญหาสำคัญของทุกๆ เทศบาลทั่วโลก ถึงแม้ว่าเทศบาลจะเป็นผู้รับผิดชอบในการจัดเก็บ ทิ้งขยะให้ถูกสุขอนามัยแล้ว แต่ประชาชนผู้ผลิตขยะก็ควรมีบทบาทในการรับผิดชอบจำนวนขยะดังกล่าวเช่นกัน เมืองใหม่บางพลี จังหวัดสมุทรปราการริเริ่มการแก้ปัญหาขยะในชุมชน จังหวัดสมุทรปราการตั้งอยู่ทางด้านตะวันออกของกรุงเทพมหานคร ห่างไปประมาณ 30 กิโลเมตร

แนวคิดริเริ่มของการจัดการขยะโดยชุมชนนั้น ได้รับความช่วยเหลือจากโครงการ SEA-UEMA และหน่วยงานไม่แสวงหาผลกำไรท้องถิ่น หรือ มูลนิธิชุมชนไทย โครงการนี้มุ่งเน้นไปที่การทำให้ของเสีย หรือขยะกลับมามีประโยชน์อีกครั้งโดยผ่านทางธนาคารขยะชุมชน และการหมักปุ๋ย ในส่วนของธนาคารขยะชุมชน สมาชิกของธนาคารต้องทำการคัดแยกขยะที่สามารถเข้าขบวนการนำกลับมาใช้ใหม่ (Recycle) จากบ้านเรือนของตน และนำขยะดังกล่าวมาที่ธนาคาร โดยธนาคารขยะจะเป็นสถานที่กลางในการซื้อขายขยะ โดยมีผู้ซื้อและผู้ขายมาในวันนัดหมาย สมาชิกจะมีสมุดฝากบัญชีบันทึกการซื้อขายขยะรีไซเคิล และจำนวนเงินที่ขายได้ โครงการนี้สนับสนุนและกระตุ้นการพฤติกรรมการออมโดยกระตุ้นจากการรีไซเคิลขยะของคนในชุมชนเอง ส่วนทางด้านขยะอินทรีย์นั้นไม่สามารถนำมาเข้าขบวนการรีไซเคิลได้ จึงนำมาหมักเพื่อทำเป็นปุ๋ยโดยใช้วิธีอย่างง่าย ผลผลิตที่ได้จากการหมักปุ๋ยนั้นจะใช้ในการปลูกเห็ดเพื่อขายแก่คนในชุมชน

การลดจำนวนขยะภายในชุมชนดำเนินอย่างต่อเนื่อง กิจกรรมเหล่านั้นได้รับผลตอบแทนอย่างคุ้มค่าสำหรับชุมชน 201 ที่เป็นชุมชนรายได้น้อยและต้องต่อสู้กับค่าครองชีพที่สูง รวมไปถึงโครงการนี้เป็นการสร้างเสริมความสัมพันธ์ของคนในชุมชนในการมีส่วนร่วมในกิจกรรมมี่เกิดขึ้น ถึงแม้ว่าโครงการนี้จะเสร็จสิ้นไปแล้วในปี 2550 แต่ชุมชนนี้ยังคงใช้องค์ความรู้ และทักษะดำเนินโครงการเพื่อคุณภาพสิ่งแวดล้อมอย่างต่อเนื่อง ทางด้านหน่วยงานท้องถิ่นของบางพลีให้ความสำคัญกับโครงการนี้ว่า เป็นโครงการส่งเสริมสิ่งแวดล้อมโดยชุมชน รวมไปถึงได้รวมโครงการนี้ในวิดีโอประชาสัมพันธ์อีกด้วย

Schoolchildren Making Handicrafts from Recyclable Materials

The project builds partnerships for development purposes as donor and external agencies both assist local authorities and institutions to carry out development projects. The project and the Ayutthaya Municipality supports the waste bank initiative, which aims to reduce solid waste going to disposal sites and at the same time impart the value of responsibility towards the environment among schoolchildren. On the ground, the initiative is spearheaded by the school with the active participation of the students.During an exposure trip to Wat Khian School, graduate students from the UEM Field of Study at AIT saw firsthand how to formulate and implement a development project. The project gave an impression that active participation of the stakeholders as well as motivation among the direct beneficiaries is important for the project’s sustainability. They also observed how the municipality and the donor agencies work together and set policies for such project to progress.

The waste banking system motivates the schoolchildren to bring in their recyclable materials and in turn get money out of it through developing handicrafts made from trash. During the visit, schoolchildren spoke on the importance of the projects, the lessons they learned as well as of their visions for a cleaner environment. The project has a potential for success, and at the same time allowing the students in Wat Khian School to impart the concept of 3R (reduce, reuse, re-cycle) to their respective households and communities. It is expected that this school waste banking Project will be upscaled and replicated elsewhere so that the network of sustainable development practitioners will spread out to more urban communities.
